Research Methodology

CHART's analysis draws on publicly available documents, government announcements, media reporting, and FOI-obtained materials. Where we make comparative claims (e.g. federal funding percentages), we cite source documents.

Scorecard ratings are evidence-based assessments against defined criteria. They represent the considered view of CHART researchers, not objective fact — and we encourage people to read the underlying documents and form their own conclusions.

We distinguish between what is known, what is alleged, and what is being requested. We do not publish claims we cannot substantiate.
